Company Charters, do they actually mean anything?

Two weeks ago I made a complaint against a large local company on the grounds of discrimination. According to their Charter they will acknowledge complaints within 5 working days and investigate and respond with a result within 10 working days, so far I have heard nothing from them.
Yesterday morning I phoned them to be told that the people that would normally deal with these issues are on leave, she said she would find out what was happening and get straight back to me, I have still heard nothing. What do these Charters actually mean and what weight do they carry, if any?
