he file you describe belongs to a program called Quality Manager, which is automatically installed on your computer if you use either MSN Explorer or MSN Messenger. Its purpose is to provide Microsoft with data about how well or how poorly those two programs are doing their jobs.
The Zone Alarm alerts are happening because the firewall software is detecting attempts by Quality Manager to transmit information about MSN Explorer and Messenger back to Microsoft.
If you'd like to disable Quality Manager and prevent it from accessing the Internet, you can do so without causing any problems in Explorer or Messenger.
With Windows 98 or Me, the easiest way to disable Quality Manager is to go to Start/Run and type MSCONFIG in the blank. In the window that appears, select the StartUp tab, then remove the check mark in the box next to LoadQM.
Quality Manager also can be disabled from within MSN Explorer. Just click the Help & Settings button on the tool bar, select Privacy/Service Quality Monitoring and remove the check mark next to the option labeled "Send Quality Monitoring Information." Apply the changes and restart.
