I recently recorded a video from a moving car and would like to slow down the speed when playing it back. How can I do this?

Permanently? .. or temporarily?
Temporarily easy as many players can play slo-mo.

If it is in a computer file format like avi or mpeg, import into Windows Movie Player. There is a function to slow down the video many times.
