Hate to be a "it's happening to me too", but it's happening to me too. From what I can tell it's a problem with their POP3 server, but you can access your mail through their webmail site: http://www.talktalk.co.uk/mail/
But there SMTP server (Sending mail) is working, so you can send mail.
oppps, sorry, misread that error, you already have SSL switched off (which is correct)
The error means you email software can not connect to the mail server, if it has been working and you've made no changes then the best idea is just to wait.
