For more on marking an answer as the "Best Answer", please visit our FAQ.Hate to be a "it's happening to me too", but it's happening to me too. From what I can tell it's a problem with their POP3 server, but you can access your mail through their webmail site: http://www.talktalk.co.uk/mail/
But there SMTP server (Sending mail) is working, so you can send mail.
Hopefully they'll update their service status page later at this address: http://www.talktalk.co.uk/service-status/
