paypal payment system for non members...anyone use it?

I want to buy a piece of software for 25dollars and the guy who is selling it has a paypal account....he has set up a payment link for me at his site. I have checked out the link and it offers paypal to members and non members....anyone used this system? is it secure??

Paypal is a secure site, but there is an admin cost for paying thriugh it, can't remember the cost though.
