Is it true that once you install a printer in XP you can't uninstall it. In other words it there for good.

No - I've uninstalled a printer from mine.
If you're that bothered, you can remove the installation files/drivers manually.

When my HP printer was playing-up, I replaced it with a later model and had no problem removing the original drivers through the "Add and Remove Programmes" utility.
