The desktop I'm buying doesn't come with an operating system. I have already bought windows 7 In the past but have already installed it on my laptop. Is there anyway I can install it on the desktop using the same cd?

Your existing copy may (or may not) be licensed for more than a single machine - install it, submit the existing key and see what happens ....

Yes, you will be given the option to register it when you install it but you will have to pay the licence fee. or look on e bay and see if you can buy and unused licence number but be very careful, you may get robbed.

Is there a free operating system available?

Brilliant thanks. This may sound like a stupid question, but what happens when you turn on the computer if it doesn't have an OS?
You'll get the initial BIOS screens then an error message saying no operating system found (or similar)

How do you install the OS? I'm sure theres a whole load of instructions to follow but is it simply, put in the cd, and follow on screen instructions?
Yep, that's pretty much it..... put CD in drive and restart the computer, follow instructions, if you're not sure about anything just go with the default option.

Thanks chuckfickens
Oh, but seeing as your last question was about getting a gaming PC remember that most popular games are made to run under windows and the only way you'll get windows is to pay for it. Ubuntu is free and very good but don't expect it to run (most) games.
I tried ubuntu a few times, it just crashes each time I try to run it, ive given up with it.
And if your installing for a gaming computer make sure you install the 64bit version, otherwise all of your memory might not be recognised.

Other than that, sit back ,relax, follow the prompts as Chuckfickens says, and then pickup all the Windows updates.
