Is there a site I can go to to find the owner of a particular car by it's registration number?

The DVLA or police would probably be able to tell you, but I would think (and hope) you'd have to have a very good reason to know...

I shouldn't think that information would be available over the internet though...

The best you  can do is go here https://www.rac.co.uk/myrac/vehicle_data_check/ , register (for free), put in the reg number and find the number of previous owners. You will not be able to get owner details from an internet site.
The DVLA will provide this information if you can show that you have a valid reason for needing it. Say for example someone parked accross your drive regularly then that would be a valid reason.
My wife was struck by another vehicle which failed to stop. She reported this to the police, who provided us with the name and address of the registered keeper. I wasn't totally happy about this but they did it!
