Which are the best vpn networks to use?

Do they all have to be downloaded to be used? I heard the tor network was one of the better ones, is this true or are there better vpn networks to use, if so which ones?

the protocols you wish to use to send (or 'tunnel') the information/data.
Whether you want the termination point to be customer edge (CE) or network-provider (PE) edge, or indeed if it is simply a Provider(p) type system.
Also, do you require site-to-site or remote-access connectivity
A large part of the systems tailoring to your requirements depends on the levels of security to be provided e.g. Level 2 Circuits or level 3 Network connection.
