Water damaged iphone

My son fell asleep in the bath with his iPhone, after drying it out it still charges but has the connect to iTunes message on the screen. It won't activate & we get a message saying iPhone in recovery mode, tried resetting to original status but then get error code 28, anybody know if it's worth trying to get it repaired or is there anything else I can try?

I know someone whose daughter smashed the screen on her iphone, took it into Apple store and they just gave her a new one, no questions. I've heard of other people too that have been given replacements for damaged ipods, even though they damaged them themselves. Maybe worth a try??
