how do i turn off scrolling in win 7?

when i am clicking through a folder of images in windows7 it keeps suddenly scrolling down through all the pics really fast... it stops if i move the mouse away but starts again if i rollover the scroll bar... its driving me mad... how can i change it - i cant seem to find anything.
