The system of multiple layers is the whole reason that photoshop is worth having. If you want to create an image from scratch then you use separate layers for each component. If you are messing about with photos you've taken and you want to add some text or a bit of another photo, then you put that on a new layer. You can then move it, shape it,  colour it, etc, without affecting the background. You can also change the opacity of layers, or even the order of the layers (move one to the bottom etc).  A very vague answer I know but if you want to know more, ask...

It all ties in with the 'rtfm' settings.
