How do I transfer music and videos from my laptop to my android tablet by usb cable

I am trying to transfer music and videos from my laptop to my android tablet by usb cable but the tablet does not seem to be picking up the USB cable and so I cannot transfer anything.
Can someone tell me how to do this step by step.

First, make sure Android USB driver is installed correctly. You can check in Device Manager. If not, then change another usb port and try again. When the phone was detected by computer, then you can use Android File Transfer to move staff between laptop and android phone. More details:
