It's pretty self self explanatory surely.
When you download and install the app you grant it permission to access certain areas or features of the tablet, for example it would be pretty obvious that a GPS app would need to be granted access to the location of the tablet for it to work, or if you install a different keyboard then that would need to have the ability to edit text for it to work.
By telling you what the app will be able to access when you install it you then have the choice to allow it or not to install the app.
You never got asked it on the ipad because apple used to just grant access to whatever the app wanted without warning you about it. (I think this has changed now)
