You're asking a lot. I know of no domestic software that can sharpen images, other than enhance it, at the cost of colour sacrifices.

I came across SmartDeBlur https://github.com/Y-Vladimir/SmartDeblur/ the other day but when I tried it on some pics it seemed to make them worse. Maybe you'll have better luck with it.

This is not possible to do. A blurred picture will only appear to be sharper if you make its pixel resolution smaller but this does not always work.
