Sorry for putting this on chatterbank but I did have it on technology a while ago and today but can't get anybody to answer

When I scroll on any site I am getting a wavy effect which is annoying (have been on about this before) and thought I fixed it - however, I went to Control Panel worked with the wheel - tried numbers from 1 to 100. Went to various icons in Control Panel and tried everthing - also properties on desktop. Anything more I can do - thanks
