£160 to repalce a clutch on a Pegeout 307 1300cc -51 plate ( parts and labour )
Is that a fair price or did they see me coming ?
Would a faulty clutch have an adverse effect on fuel consumption ?
I do note a lack of power when going uphill .

Your clutch is a pair of plates that press together and connect the engine to the gearbox. When it gets worn the two plates can slip so the engine revs but the other plate takes a while to catch up with the spinning.
This is often first noticed when you're going up a hill because thats when there's more stress on it. It may be accompanied by a bit of a burning smell.
The problem will get progressively worse
If you have a rev counter you'll see the rev counter go up and slowly come down while the speed remains more or less the same
I don't know the 307 but replacing the clutch will involve taking out some significant componants
On my old MG the whole engine needs to be removed! That costs more than £160! I guess the 307 is a bit easier from the price

A quick scan looks like the parts are half of that so it is a good price.
TWR's point is good but it looks to me like a hydraulic rather than a cable clutch
You might consider asking him to quote you for replacing the slave cylinder at the same time that is the piston that engages and disengages the clutch - the part's about £25 but if it failed shortly after it'd probably cost a lot more
