As WD has effectively indicated, Windows simply hasn't got the relevant file association registered.
Save the file to your hard drive, right-click on it and select 'Open with'. Then choose your browser. (If you go via 'Choose program', irrespective of whether you need to or not, you'll be offered the chance to make the file association by clicking on 'Always use this program to open this type of file').
