If I have a tablet with WiFi and 3G capability but don't purchase a data plan can I tether the tablet to my mobile and use my mobile's data plan?

My blackberry has a wifi hotspot capability so I connect my Nexus tablet to it via wifi.
Maybe your phone has the same?

What make / model phone and who is your data supplier?

Yes, you can, then. Either by my method, bluetooth or cable.

You would need to make sure your data plan allows for tethering
