nuisance phone calls from sauda arabia

My mother has been recieving text messages on her phone from a foreign number. It appears to be from saudi arabia. she first received text messages saying 'I love you' etc. and has started receiving phone calls from the number, When she answers a man with a middle eastern accent, says 'hello? hello?' and another time 'who is that who is that'? She hasnt spoken to him, or replied to text messages or called the number back. And the phone company said that they can not block the number. Is this some scam or what?

mmmm this can be a bit dodgy for your mum because if he is sending text's from another country chances are your mum is probably paying to receive these text's, i'd ask the phone company to change her number to a new one.
Has she texted back?  Maybe he really has just got the wrong number.  If nshe has and is still getting these messages, then yes, I would suggest that she changes her number.

god no, she really really does not want to change her number, She's the same number for years.

Inform the Police that your Mother is recieving nuisance phone calls and then the Service Provider is obliged to monitor the mobile calls via the Police, trust me I worked for Mobile companies for years. Also the software we use we can trace a mobile within 100 yards  But the Mobile must be switched on. The Saudi man could be in this country using his Saudi mobile. Better safe than sorry.
Sound like its a wrong number - someone transposed a digit. Why not save the number and give it a different ring tone so that when he calls she can ignore it.
