Hp352 Printer: Off/on Problem

I have just bought a HP3520 printer. It seems, from what I have now learned, to have a common problem: after switching it off, an attempt to switch it back on doesn't work, and one has to resort to reinserting the electrical lead to the printer several times. People online mention that they have taken their printers back to the store, but the problem is the same with all replacements. Two questions. Is there a simple answer to this apparent shortcoming? And secondly, the printer goes into standby mode fine, and comes out of standby mode fine. Is it okay to forget about switching the printer off and just leave it on standby, or is that using loads of electricity or possibly shortening the life expectancy of the printer?

I've no idea how to fix the problem but I'm totally confident that leaving it in standby mode won't do it any harm. Further, at just 2.72W, it's not exactly an expensive thing to do. (Based upon the tariff charged by my electricity supplier it works out at a little under a penny per day, or £3.18 per year).
