what is to stop anyone claiming to have a black and white television to get a reduced charge from 145 pounds per year to 47 pounds per year ?

Nothing. It's probably no harder than claiming you have no TV at all

Can't stand anything on TV at the moment....... Can I get a part refund on my licence on the grounds of an unused portion of my viewing hours? Works with the DVLA & road fund licence.. :)

We have around 27 million housholds with TV licences, so close to 0.1% are B&W

A year ago, it was estimated that around 13,000 homes in the uk were still watching in monochrome. Don't know what the figures are now.

diddlydo there is no such thing , they have a van with the logo on the side and drive round with two men , one driver and one in the back with a pair of binoculars ( known as the perv ) he looks at the windows of a house to see if he can see any signs of a television.

if the bbc had tv detection equipment there would be no need to send thugs round to peoples houses wanting to search the house to see if they had a television.
