Does Vlc App Need To Be Connected To The Internet To Play Files?

I have transferred a video clip from my PC to my ipad using the VLC app.

I want to be able to watch it in a location that has no internet access.
The first time I transferred it I used Dropbox but then realised that that wouldnt work because of the lack of internet availability where I want to play it and Dropbox needing the internet. So then i transferred it to the ipad using a cable and adding the clip directly into the VLC app via itunes.

So my question is, will I be able to play it when I have no internet access?

VLC media player doesn't need internet access to play files on the same computer.
