There are two parts to this. The app Messages (on iPhone, iPad and Mac) sends and recieves texts from to and from any text (SMS) enabled device, Apple or other manufacturers. Within the Messages app texts sent to Apple devices will be sent using iMessage when on a wifi connection. This is free of charge.
Check your Message settings, Go to Settings/Messages. Make sure iMessage is switched on and also make sure Send as SMS is switched on. This enables messages to be sent when iMessage is unavailable. Also switch on MMS if you want to send/recieve pictures etc with your texts
