Ipad Just Been Set Up, But Won't Send Imessages!

You can only send them to someone who has iMessages, ie iPad, iPod, iPhone I think. Well they're the only people I can send them to, also they need to have wifi or 3G switched on else the message won't get through.

If you know how to do it then. Any advice is very welcome!
I've tried sending messages to people on different devices than Apple and they just say undelivered.

Ellie, are you trying to message someone on an Apple device?
There are two parts to this. The app Messages (on iPhone, iPad and Mac) sends and recieves texts from to and from any text (SMS) enabled device, Apple or other manufacturers. Within the Messages app texts sent to Apple devices will be sent using iMessage when on a wifi connection. This is free of charge.
Check your Message settings, Go to Settings/Messages. Make sure iMessage is switched on and also make sure Send as SMS is switched on. This enables messages to be sent when iMessage is unavailable. Also switch on MMS if you want to send/recieve pictures etc with your texts
