Reginout is apparently a supposed pc speed up program including registry editor. Unless you know exactly what your doing I wouldn't recommend using an automated registry cleaner, can cause more trouble than its worth. I wouldn't use it.
CCleaner is worth keeping to get rid off the dross that accumulates, although I'd be a bit wary about the registry editor, for reasons outlined above.
MSE was only changing from green to orange because it was telling you that either the definitions database was out of date, or you had not done a scan for some time. Update both of those and the 'house' should go back to green.
If you do want to change to Comodo then you can download the installation files, then remove MSE. Restart your pc then click on the installation files to install Comodo. The problem your thinking off is not to have two anti-virus programs running at the same time. Make sure you get Comodo from their website.

I have just changed from MSE to Comodo myself and was quite impressed when it found a PUP from 2yrs ago in an old backup on my usb spare drive. That PUP had survived MSE and AVG for all that time.
