Collecting Mail From Old Address

Saw our ex neighbour today. They moved out about 4 weeks ago.
He said they have been trying to get some mail sent to their old address from the current occupants. He said there was a few items they had by they front door but the people are refusing to give it to him (not sure why, he didn't go into details)
Is there anything he can do?

The big thing about the Royal Mail, is that they stress about delivering to the right address and not the person inside.
All sorts of things ( laws and regulations } about interfering with mmail and so on, and none of us have ever managed to enforce it.
For me I cant stop people sending me mail in someone else's name
but that of course is another story
