Is this affecting seperate CD burning, or does he use WMP to burn the discs? I've found myself saying this a few times recently, but programs like Nero, or free programs like CD BurnerXP Pro (available for free) are much better for burning any kind of CDs than any of WindowsXPs built-in programs, including WMP9 & 10.

Proper dedicated programs not only give you more options and customisability to how you want to burn the discs, but they tend to generally work better too.

If it's not this, then what speed has he set the program to burn the discs at? It could be that after downloading WMP10 it automatically set the write speed to the lowest possible option. It's certainly not unheard of.
Try iTunes. It's free, manages libraries better and has a first-class audio and mp3 burner.
