How To Restore Browser Access? Help Please

my laptop, which runs on Windows 7 Ultimate, is refusing access to either Chrome (the default browser) or Explorer. The message is "your security settings prevented one or more files being opened" so what to do next?

It seems that Internet Explorer is to blame. (Yes, I did read that you're trying to use Chrome!). See here:

I'm sure it's Explorer actually, it has hissy fits at Chrome given any chance, just not this bad before. I'll give that a try and get back - many thanks
