Isn't it unusual to have a drinking-water tank...drinking-water should preferably come straight from the mains?
Not only do you have to consider toxicity, but you will have to consider taste and odour...our senses of taste and smell are VERY sensitive. I wouldn't want to drink any water that's been in a painted tank!
Is it for people to drink? If so it should be plastic

''drinking-water should preferably come straight from the mains?''

I think waterbitch lives on a boat...
snags: I wasn't aware of that...it's still true, of course, drinking-water IS preferable directly from the mains! In this situation, however, I think I would be replacing the tank with one made specifically for drinking-water (potable-water suitable) rather than using any sort of paint.
Water-based paints wouldn't last long under water...and solvent-based could lead to toxicity, taste and odour problems.
Perhaps The Builder may have a more "hands-on" answer?

It can't be stainless steel if it is going rusty.
