For some time my freeview tv picture and radio sound has been breaking up. My free- sat is OK. I noticed that my neighbours and my antenni are very close if not not touching. Could this be thr cause?

Signal to conventional aerial is impacted by weather conditions, including rain and barometric pressure. Also if there are nearby objects partially obscuring the line of sight, like trees.
Freesat points towards the sky and operates at different (higher) frequencies, so less likely to suffer tree and weather problems.
You are probably on the limit of the minimum signal level that your particular telly requires to function, occasionally the variance in the actual signal being received at the aerial drops below this minimum.
