That doesn't have a USB port unless you have the OTG cable that will let it use a flash drive? I'm thinking you need to download a browser to flash drive on another machine

I had cause to reinstall Windows XP on a machine not long after Microsoft no longer supported it.
This caused similar problems that you report, in that the XP was with SP1 and I needed to get it to SP3, for many of the applications to work correctly.
My solution was to buy all the XP upgrades on DVD from a seller on ebay – I think I paid about £3 (money well spent).

Don't apologise!

I have connected my Nexus 7 to my pc and opened it as a media device.
Now I can see it Windows Explorer.
With the Nexus connected I download the Opera browser FOR PC to my Nexus. It couldn't open on the Nexus but I could see it in downloads on my pc Explorer.
I dragged it to my pc desktop and it opened without problem. It should work for you.
If you get it up and running you use Opera to download Chrome
