Windows 7 Home Premium Sites Display In Black And White With Straight Lines And Rectangular Spacing. What Is It And How Can I Get Rid Of It?

I've had this PC for 2 years but know nothing of its history. I was given to me and the programming (?) was already inserted. I use Google as a browser and Yahoo for mail. As an example of its display shortcomings, Google shows as a plain white page with the letters UK in the middle and a long horizontal rectangle for info entry and two smaller rectangles below - 'Google Search' and 'I'm feeling lucky'. No colour. Desktop and Taskbar displays are normal and fully coloured. In passing: would reinstallation solve the problem

I have just set IE as default but there is no change. I haven't used this computer for over a year but it functions after a fashion and I have long wondered if Windows Basic has been installed. That idea might raise a laugh. Is such a thing possible? As I said, I know nothing of its history and even less of computer science. The graphics are certainly basic, but they fulfil the function in their own way. The info is Windows 7 Home Premium 64 bit.
