Elm327 Wifi Dongle Not Connecting With Iphone 5 S

I drive a Mazda rx8 and I'm trying to use a Elm327 obd2 ecu dongle to send data to my iPhone 5 to use with a appt called dashcommand.
When I plug the dongle it shows up on my phone and a wifi symbol shows at the top .
Soon as I enter the static IP address which is 296.168.0.123
255.255.255.0 the wifi symbol goes and wont connect to the appt .
