When you're in a wireless hotspot (which can be a cafe, airport or home network) the laptop will pick up the new network. The software that comes with the adapter, or pre-installed onto the laptop will alert you to the new network.
With most laptops, it's then just a case of connecting to the relevant available network, although it's not always free. (Gatwick Airport's depature lounge has it, but it's run by T-Mobile, and is a paid service.) Some are password protected, some run at lower speeds.
