I now have Windows 10 on two of my machines. A laptop was the first, followed by my main pc which is the one I'm using right now.
Both were upgraded from Windows 7 and the only niggle was how long it all took. The laptop took about 6-7 hrs and that was with a very fast internet connection via WI Fi. The desktop pc took about 4-4.5 hrs and I consider it was quicker because of a cable connection and is a much more powerful machine.
The only issue I've had was on the desktop pc. Not really a Windows fault rather than a hardware fault caused by the manufacturer being tardy with producing up to date drivers, all now fixed. I've got some quite old software programs and they all work fine in Windows 10. In fact one program works better in W10 than in the old W7.
Windows 10 does use less resources than Windows 7 and does appear to boot up quicker but not by much. It is a bit different in finding your way around how it all works but I'm not finding difficult. But you do have to change a lot of settings away from their defaults to stop MS from getting too much info, same as you can with Google or FB.
Not particularly impressed by Edge browser but I wasn't a fan of IE either, Firefox is my browser of choice.
Would I do it again by choice, probably not because the improvements are marginal. I would have left it until almost the last minute.

I suspect you would a shortcut to Control Panel on your desktop? It's easy. Type in the Search Box 'control panel' highlight the top choice and right click on it and select 'pin to Start bar'. Click on the Start bar find the Control panel icon and drag and drop it to the desktop, job done.
