Copying Hard Drive to another Hard Drive

I wish to purchase a higher capacity Hard Drive for my laptop, how can I transfer all my files from my laptop to the new Hard Drive?

I just want to avoid installing all my programs again.

Norton Ghost can do it. I'm sure there is a free bit of software that can do it too... dd springs to mind, but that's a little complicated.
