If it can then the aerial is ok and the problem is probably the feed through of the tv signal by the video recorder to the tv. If it can not then the problem is to do with the aerial or cable or connection to the video recorder.
That would suggest to me that there is an issue with the recorder passing the live tv signal on to the tv. Perhaps get a workshop to investigate/service tthe recorder ?
The only other thing I can think of is the recorder may have a more sensitive receiver than the tv and is able to pick up the signal when the tv can't. But I think this less likely. I'd have hoped the recorder would boost the signal.
What you might try is to plug the aerial directly into the tv, leaving out the recorder, and see if the tv can find the signal then.

Ok. With the recorder out of the circuit the TV can not see the signal which implies either thesignal is weak or that aerial input to the TV is faulty.
We know that the recorder can see the signal and I suspect passes it's signal via SCART Which is why that works.
Suggest trying a different TV to test. If that works replace or repair your present TV. If the test TV also doesn't work it must be a weak signal so get someone to check aerial, aerial cable, plugs & sockets.
