It is really convenient to use iCloud to sync data from iPhone to iPad.
Besides, you can also use some third-party iPad-to-iPhone transfer tool to make it. I know a software named AnyTrans can get iPad data to iPhone more flexibly and you can use it to transfer specific content to iPhone without Wi-Fi connection.
