This sounds like a red herring to me. I can't see how this would work in Britain. The link doesn't explain what "services" you are purported to have bought.
If you don't respond to any offer of any sale, then how will this then end up with you committing to buy anything ?
HOW THE SCAM WORKS
1. You receive a phone call from a local number
2. The voice on the end introduces themselves and the company they supposedly work for
3. They then ask: “Can you hear me?”
4. Your answer is recorded
5. If you say “yes”, your response will be edited to make it seem as though you have agreed to a verbal contract for a major purchase
It wouldn't work anyway, as the 'seller' has to provide further information in a durable medium, such as in writing or by email under the Consumer Contracts Regulations which replaced the distance selling regulations in 2013.
