If you're talking about finding the location of your own phone if it's been stolen, you'd need to install an app on the phone for it to send out a signal for you to find it. Obviously, this has to be done beforehand. There are various apps on the Play Store etc
If you want to trace the location of a mobile that you don't own, forget it. It can't be done. It's illegal to do so as you'd be able to find out where anyone you choose is at a given time as long as you their number. It contravenes Data Protection Laws. The only people that can do this are the police via mobile phone "cell" data that they get from 3, Vodafone, 02 etc and are used for the purpose of crime fighting.
You can see where any mobile phone has been using the timeline facility on Google Maps, which most people have installed on their phone. The app not only shows where you have travelled but will give you data on shops and other places you visited and how long you were there.

For Android I use Android Lost (**'lost android'), TrusFor Android I use Android Lost (**'lost android'), Trust - Event Logger (not in the play store), App Hider (**App Hider) and Teamviewer (**Teamviewer - remote desktop). With all them you can not only locate the phone, you can more or less do everything with the phone remotely, including activating the cameras, recording audio or completely wipe the phone. I also use a realtime GPS tracker that follows my entire family - be warned though, the app eats data like no tomorrow!
