Google ARE sending out GENUINE emails like that one, which are leaving a lot of people wondering about whether they can be trusted or not:

However it's likely that as soon as scammers see what's happening they'll then start sending out FAKE emails that will look the same as the real ones. So extreme caution is needed.
If in doubt,the rule is always to ignore any links in such emails and to go direct to the relevant organisation's website. i.e. go here for the real thing:
