If the problem is fairly recent, the first thing to try is System Restore. (Just restore your PC to a date before the problem occurred. If you don't know how to do this, just post again for instructions).
Otherwise, you could try reinstalling the software which the dll file relates to. This is usually a pain in the rear because you have to try to work out which software the dll file relates to but, in this case, it's self-evident because InCD is part of the Nero suite. (So, if System Restore doesn't work, try re-installing InCD or, if you can't just do that, re-install the whole Nero suite).
