Lost Itunes Playlists

For some reason I seem to have lost all my playlists on my iPad and iPhone. Can anyone tell me how to retrieve them?

My old laptop that I started using iTunes on, has given up the ghost. Could this be the reason behind the disappearance?

Quit iTunes.
Find the iTunes folder on your computer. ...
In the iTunes folder, locate files with the name “iTunes Music Library.xml” and drag it to your desktop.
Re-launch iTunes. ...
Locate the “iTunes Music Library.xml” on your desktop and select it.
Select OK.

Do I have to go on to my laptop to do this? As I said, my laptop has died.

Can I do it on my iPhone or iPad?

I have half got there by googling it but not sure how to proceed.
