Does anybody know if it is possible to make an album open to the public but unable to download the images.

you would only have to do a screenshot to get hold of them :(

Click on the little Camera ? icon top right of screen, click"settings" from the drop down menu, click "Privacy & Permissions" click "edit" alongside "Who can download your images", Click "Only You", Click "Save"

Job done. But remember anyone can screen grab easily enough.

You change the Licence settings to All rights Reserved - but there is still a way to download them using Firefox.
