For more on marking an answer as the "Best Answer", please visit our FAQ.The video cassette recording function of your Toshiba device worked only with the analogue tuner built into it (and not with the digital tuner that it uses to record DVDs).
Since all analogue TV transmissions have now ended, your device (along with every other VHS recorder in the country) can no longer record TV broadcasts onto videotape. (There is a 'workaround', whereby you get hold of a Freeview set-top box, or similar, and then feed the ouptut from that device to the VHS recorder, but it's fiddly to get working).

Yours is a similar model to mine.
Mine has built in Freeview, so I assume yours does as well.
Have you changed to VCR mode in order to play the tape?
I'd need to check, but I don't think you can record to tape - only to the built in hard disk or dvd.

You should be able to play VHS tapes that have already been recorded.
Make sure that you've pressed the 'VCR' button on the remote control first. (It's on the third row up from the bottom, second from the left). Insert a tape. If the tape has the recording lug removed, as shop-bought tapes will have, it should start to play automatically. Otherwise press 'Play'.
If that doesn't work, tell us where it goes wrong for you and explain what happens.
