How Can You Not Ban The Spammers?

If it were a poster spamming the site needlessly then they would no doubt be banned, or do the Spammers just pick another name?
At one point all of the subjects were ad from Spammers, every category
I realise an email may be needed to enforce a ban but is there no other tech way of stopping them?

There are plenty of spammers out there. Probably not in the interest of an individual one to keep trying on a vigilant site. Otherwise it's like trying to stop the tide. One assumes moderators can ban when spammers are found.
