She may have a broadband package with a limited download limit, or she may, with permission, be using a neighbour's connection which could make the wi-fi connection a bit iffy. However she can use Whatsapp on her phone without a wi-fi connection which, for her, may be more reliable.

Fancy Huderon has it. The mobile phone will be using 3G, 4G, or even 5G technology which is not reliant on broadband or wifi.
I just had a cloud-parting moment of clarity.

I did and she said she thinks it uses fewer GB's
Sandy, Whatsapp is free to use. Texts, photos,calls and videos are all free.
...as long as she uses wi-fi and not data.
Isn't it just data roaming?
Got my mobile closed to anything other than phone or text.
