Because some authorities are not emptying garden waste bins there have been several cases of gardeners throwing their grass and garden cuttings into fields where horses are grazing - I know of two that have been very ill through eating them. While you may think you are doing them a favour particularly if their grazing is sparse grass cuttings ferment very quickly and cause colic and can easily kill them so please don't chuck stuff over where horses are grazing.
