I've been looking at my phone bill and see several 0330 outgoing calls over the last month or so.
I have not made these calls. Has anyone else had this problem?
I'm with TalkTalk and thought I'd ask here before trying to get hold of them.

Have you considered changing to a call plan that includes all calls (landline and mobiles) at no extra cost...then you don't have to worry about costs of individual calls.

They must be ruddy long calls then (unless you're on a ridiculously expensive phone tariff with TalkTalk). Ofcom rules state that all phone service providers (both landline and mobile) must charge calls to '03' numbers at exactly the same rate as they do for calls to '01' and '02' numbers. For many (possibly most) people, who've got packages where they get free calls to 'geographic' (01 or 02) numbers, that means that 03 calls are free of charge.
None of the numbers you've given are 'premium rate', so they're not linked to scamming. The second one is for Cornwall Council

You need to challenge TalkTalk about why you seem to be getting charged excessively for calls to 03 numbers.
As I stated above, a 3-minute call to Holland & Barrett, or to Cornwall Council, (using their 03 numbers) MUST be charged at exactly the same rate as a 3-minute call to your aunty in London (on an 02 number) or to your cousin in Sheffield (on an 01 number). TalkTalk have no discretion in the matter; it's an Ofcom rule, which forms part of TalkTalk's licence to operate their services:

Thanks, barry. That's the Cornwall council one. It's the first number that is now the problem through lankeela's link. Have phoned it on my mobile and just get horrid clicking noises and bleeps.
When TalkTalk has online chat again I will get in touch.
My contract is up for renewal in November so will have to have a think about TalkTalk then.
