What are the possible causes for the plunger of a hydraulic press not to go up

Possible that the piston is bent.
When you say go up is it drawing in fluid or pushing it out?
Not enough fluid.
It's just started raining, :o{
Whilst I concur with Waterboatman about low fluid level, but if this is two way cylinder (i.e. pressurized in both directions, 2 pipes 1 in and 1 out) then you must also consider what state the cylinder oil seals are in.
